  2.                          What is MICAP?
  3.  
  4. MICAP  is  the  acronym  for  the  Multi-national  Investigations
  5. Cooperative on Aerial Phenomena, a new international organization
  6. dedicated  to promoting focused, responsible scientific  research
  7. on  unidentified  aerial anomalies.   This  announcement  briefly
  8. outlines  MICAP's goals and long-range plans.  Founded  in  1991,
  9. MICAP  is an outgrowth of the world-renowed  ParaNet  Information
  10. Service,  an  international electronic news-gathering  and  news-
  11. distribution network.  For five years ParaNet has provided a link
  12. between  UFO  "hobbyists"  and the  world's  leading  UFOlogists.
  13. Additionally,  ParaNet  has become an invaluable  research  tool,
  14. unparalleled anywhere else. Now MICAP has been founded to enhance
  15. and  coordinate the research efforts already being carried on  in
  16. this  field by investigators and organizations around the  world.
  17. Over the last forty years, a great deal of UFO research has  been
  18. conducted  at the local level by independent  UFO  organizations,
  19. and  there have been occasional attempts to bring  these  efforts
  20. together  on  the national level both in the  United  States  and
  21. elsewhere.  However, in all that time far too little progress has
  22. been made toward gaining an understanding of what these anomalies
  23. represent -- in part because the UFO problem is global in nature.
  24. There  has also been far too much rivalry among the  various  UFO
  25. organizations, which has often resulted in duplication of effort,
  26. monumental  egotism, and all the other ills for which UFOlogy  is
  27. just infamous.  Clearly there is a need for a cooperative, global
  28. effort directed toward UFO research.  MICAP is designed to answer
  29. that  need.   MICAP is not a UFO club. It is  a  scientific-based
  30. organization  founded on scientific methodology, and is  intended
  31. solely   for  discovering  facts  rather  than  for   propagating
  32. religious, philosophical, or political convictions.  We are under
  33. no  illusion  that we already know the answers; the  first  step,
  34. indeed,  is  to  achieve  a  better  understanding  of  what  the
  35. questions are.  Furthermore, MICAP is not intended to replace  or
  36. compete with existing UFO organizations.  Rather, its goal is  to
  37. establish   cooperative   working   relationships   with    other
  38. organizations   in   order  to  help  them  achieve   a   greater
  39. understanding  of  the complexity of the UFO  enigma.   MICAP  is
  40. designed to function as the "United Nations" of the UFO  research
  41. community  and  it's goals will be pursued  by  four  strategies:
  42. standards-based scientific investigation; global data collection;
  43. public education; and active, trained membership.

  45. Standards-based Scientific Investigation
  46.  
  47. MICAP will work with the scientific community to establish  sound
  48. and accepted principles and standards by which the UFO phenomenon
  49. can   be  investigated;  these  will  be  designed   by   veteran
  50. investigators  within UFOlogy and by responsible scientists  from
  51. other  disciplines.   Every effort will be made  to  assure  that
  52. collected data is of the highest quality, and field investigators
  53. will be selected and trained using the most stringent practicable
  54. criteria.   In  addition,  formal oversight  committees  will  be
  55. formed  to  assure compliance with investigatory  standards,  and
  56. will  be staffed by representatives of existing  research  groups
  57. which  are affiliated with MICAP.  These measures will, we  hope,
  58. allow  MICAP  to  bridge the gap that  currently  exists  between
  59. scientific UFOlogy and the rest of the scientific community.

  61. Global Data Collection
  62.  
  63. One of MICAP's first efforts will include the establishment of  a
  64. central clearinghouse for data culled from independent local  and
  65. international sources.  This information will then be combined in
  66. a  global computer database which can be accessed  by  authorized
  67. researchers from around the world.

  69. Public Education
  70.  
  71. The  public  often has a gross misunderstanding of what  the  UFO
  72. phenomenon represents, based on media hype, rank speculation, and
  73. deliberate  disinformation.   MICAP will strive  to  replace  the
  74. mythology  surrounding  UFOs  with  verifiable  facts  based   on
  75. scientific  investigation.   This will  be  accomplished  through
  76. positive  and aggressive public education in the media,   through
  77. its  own publications, and through classroom curricula  developed
  78. in conjunction with professional educators.

  80. Active, Trained Membership
  81.  
  82. For its membership, MICAP is seeking concerned men and women from
  83. around  the world who are seriously interested in  unlocking  the
  84. secrets  behind  the UFO phenomenon.  MICAP members,  unlike  any
  85. other UFO organizations, will play active roles in the pursuit of
  86. organizational  goals;  they  are not restricted  simply  to  the
  87. financial  support of the organization.  Instead, they will  have
  88. the opportunity to actively participate in the investigation  and
  89. collection  of  data  if they wish.  Members  will  benefit  from
  90. MICAP's  educational efforts, as well as access to  the  largest,
  91. most sophisticated network of UFO investigators in the world.  In
  92. order  to  assure  that  all  members  are  serious  about  their
  93. involvement and well qualified in the areas to which they wish to
  94. contribute, membership is by application only.
